Quarterly New Home Starts are down 4.4% from 1Q16 levels, but the Annual Starts rate is up 6.4% YoY

We continue to see new home production move into the higher price points – starts under $250k were down 11.4% YoY

Sarasota remains one of the two Florida markets building above its long term average but it appears that the run of back to back years with 20%+ growth will likely end in 2017.

Metrostudy’s 1Q17 survey of the Sarasota-Bradenton housing market shows 1,370 single-family units were started in the quarter, down 4.4% compared to 1Q16. However, it represented a 13.2% increase versus the 4Q 2016 quarterly starts pace. The annual start rate compared to last year increased by 6.4%, from 5,185 to 5,518 annual starts.  Single-family quarterly closings totaled 1,301 units, up 2.6% from 1Q16 levels. The annual closings rate was 5,281 units per year, 17.4% above the rate in 1Q16. The fourth quarter is typically the biggest quarter for closings but 1Q17 saw closings improve by 5.9% versus 4Q16.


For the twelve months ending March 31, 2017, new homes starts in price ranges under $250k totaled 1,385 units, down 11.4% from the 1Q16 annual activity in prices less than $250k. Annual new homes starts in prices over $250k were up 14.1% for the twelve months ending March 31, 2017 versus 1Q 2016. The marginal 333 unit increase in the annual start pace was split: 178 less units under $250k and 511 more units above $250k.  The chart below shows the price distribution of annual housing starts for the first quarter this year compared to the three previous years: Screen Shot 2017-05-18 at 10.00.10 AM

“Starts were down versus the first, second and third quarters of 2016 but up from 4Q 2016 levels, as retirees and job growth continued to provide demand for housing,” said Tony Polito, Regional Director of Metrostudy’s Sarasota/Bradenton market. “However, higher prices may be placing a limit on growth in the new home sector. Sarasota remains one of the two Florida markets building above its long term average but it appears that the run of back to back years with 20%+ growth will likely end in 2017. The peak of the “Baby Boom” was 1957 and those folks are turning 60 years old this year. Because of retiree demand and continued expected job growth, Metrostudy projects an increase in new housing starts between 7% and 14% in 2017.”

During 1Q17, Manatee County recorded 693 housing starts, down 0.2% versus the 695 starts in 4Q 2016 and down 3.8% compared to the 720 units built in 1Q 2016. During 1Q 2017, Sarasota County recorded 594 housing starts, up 23.4% versus the 481 starts in 4Q 2016 and up 25.3% compared to the 474 units started in 1Q 2016. Venice is approaching twice the activity level of North Manatee and is by far the second most active area.

The final significant trend worth noting is new housing inventory. We consider FV equilibrium as between 1.5 and 2.0 months. The number of FV units grew by 50% from 1Q last year, a rather large increase. However, since the market was under-supplied and because the annual closing pace is rising, the months of supply only grew from 0.9 to 1.1 months. Certainly, not a level that would raise any concerns. The County by County finished vacant supply indicated that Manatee County is still below equilibrium level of FV supply at 1.3 months. Sarasota County was even further below equilibrium level at 0.9 months. Charlotte County has 45 FV units and is also below equilibrium with a 0.9 month supply. The market added more units for the “snowbird season” and is now properly supplied with inventory homes. The UC months of supply improved from 5.5 MOS for 1Q 2016 to 4.8 MOS for 1Q 2017. All told, the total inventory level of 6.6 months is within equilibrium. Metrostudy believes demographics will support strong “snowbird seasons”, for several more years

NOTICE IS HEREBY GIVEN that the Board of Supervisors of the West Villages Improvement District will hold a Special Board Meeting on February 2, 2017, at 11:00 a.m. in a Meeting Room of the City of North Port located at 4970 City Hall Boulevard, North Port, Florida 34286.

The purpose of the Special Board Meeting is to discuss matters pertaining to spring training and to conduct any business properly coming before the Board. The meeting is open to the public and will be conducted in accordance with the provisions of Florida law. A copy of the Agenda for this meeting may be obtained from the District's website or by contacting the District Manager at (561) 630-4922 and/or toll-free at 1-877-737-4922.

From time to time one or more Supervisors may participate by telephone; therefore, a speaker telephone will be present at the meeting location so that Supervisors may be fully informed of the discussions taking place. The Special Board Meeting may be continued as found necessary to a time and date specified on the record.

If any person decides to appeal any decision made with respect to any matter considered at this Special Board Meeting, such person will need a record of the proceedings and such person may need to insure that a verbatim record of the proceedings is made at his or her own expense and which record includes the testimony and evidence on which the appeal is based.

River Road, Englewood, FL 34223, to discuss a proposed Village District Pattern Plan (VDPP) for Village D. The subject property for Village D  is a 626.40+/- acre parcel located along the south side of South Tamiami Trail, west of West Villages Parkway, east of Islandwalk, in North Port, Florida. The purpose of the meeting is to inform the community about existing site conditions, upcoming steps in the VDPP process, and to seek their input. This is the third public workshop in a series for this project.

West Villages Improvement District, the Owner, announces that Services will be required for the project listed below:

PROJECT: Request for Proposal for West Villages Improvement District Unit 4 - Oasis.

The contract for construction related services will consist of water, sewer, drainage, roadways, etc., as more specifically set forth in the Project Manual for the Oasis development.

The Project Manual will be available beginning Wednesday, November 16, 2016 at Stantec Consulting Services Inc., 6900 Professional Parkway East, Sarasota, FL 34240.

A mandatory pre-proposal conference will be held on this project on Wednesday, November 30, 2016 at 10:00 a.m. (EST) at the office of the Owner, 19503 S. West Villages Parkway, Suite 14A, Venice, FL 32493. The pre-proposal conference may include, but not be limited to, a discussion of contract requirements, inspections, evaluations, and submittal requirements and may involve a site visit to inspect existing conditions.

Ranking of proposers will be made on the basis of qualifications according to the Evaluation Criteria contained within the Project Manual. The successful proposer(s) will be required to execute a contract with the District and file the requisite Performance and Payment Bonds and Insurance within ten (10) calendar days after execution of the contract. The District has the right to reject any and all proposals, make modifications to the work, award the contract in whole or in part with or without cause to one or more proposers, provide for the delivery of the project in phases, and waive minor or technical irregularities in any proposal, as it deems appropriate; if it determines, at its sole discretion, such rejection is in the best interest of the District. Any proposer who wishes to protest the Project Manual or any component thereof, shall file with the District a written notice of protest within seventy-two (72) hours after receipt of the Project Manual, together with a protest bon
 d in a form acceptable to the District and in the amount of $10,000, and shall file a formal written protest with the District within seven (7) calendar days after the date of timely filing the initial notice of protest. Filing will be perfected and deemed to have occurred upon receipt by the District Engineer. Failure to timely file a notice of protest or failure to timely file a formal written protest shall constitute a waiver of any right to object to or protest the contents of the Project Manual. The formal written protest shall state with particularity the facts and law upon which the protest is based. Any and all questions relative to this project shall be directed in writing only to Kris Wilhoit, Assistant District Engineer, via facsimile 941-907-6910 or e-mail at kris.wilhoit@stantec.com, no later than Friday, December 9, 2016 at 5:00 p.m.

Firms desiring to provide services for this project must submit five (5) bound copies of the required proposal section(s) no later than 10:00 a.m. on Friday, December 16, 2016 at the offices of Stantec, 6900 Professional Parkway East, Sarasota, FL 34240, Attention: Mike Kennedy, District Engineer. Additionally, as further described in the Project Manual, each proposer shall supply a bid bond or cashier's check in the sum equal to five percent (5%) of the total amount of the proposal. Proposals shall be submitted in a sealed package, shall bear the name of the proposer on the outside of the package, and shall identify the name of the project. Proposals will be opened at the time and date stipulated below; those received after the time and date stipulated above will be returned un-opened to the proposer. Wall Street Journal Reports Lennar to Buy WCI Communities

Lennar to Buy WCI Communities as Florida Housing Recovery Continues

The deal combines two of the largest home builders in the state

Lennar Corp. will buy WCI Communities Inc. for about $643 million, a move that combines two of the largest home builders in Florida as the housing recovery continues.

Lennar will pay $23.50 a share in cash and stock for WCI, a 37% premium over WCI’s closing share price Wednesday.

“WCI’s land portfolio dovetails perfectly with our own Florida footprint and expands our product offering to capture more of the move-up market,” Lennar Chief Executive Stuart Miller said.


The offer will be $11.75 in cash and $11.75 worth of Lennar shares.

WCI has a 35-day “go-shop” period in which it will solicit and evaluate potential alternative offers.

The deal is subject to approval by WCI stockholders. A vote is expected to occur in December or January.

Shares of WCI rose 41% in morning trading to $24.19 and Lennar shares rose 2% to $44.35.

In recent quarters, home builders have seen increases in average price per home and in the number of homes delivered as the housing market continues its recovery from the 2007 financial crisis.

WCI also said it had reached retention agreements with its chief executive, chief financial officer and the president of its north region to stay 120 days after the deal closes.

After receiving the email regarding the petition update, we sent an email to Tanya King to oppose the proposed roundabout. We recd the following reply from her and wanted to share it with you. Text is as follows: 
Hello everyone, 

I understand your concerns with roundabouts, especially after the Jacaranda roundabout. You may not be aware but the modern roundabout, when designed and constructed properly, work more efficient than signals. They reduce fatalities by 90%, serious injuries by 76% and improve safety for all users, including pedestrians while also reducing congestion. It also reduces speeds. 

Mr. ________, you mentioned the Jacaranda roundabout in your email. The Jacaranda roundabout was over designed for the amount of traffic that is currently using it. The county tried to retrofit the design with the quick curb but that did not work either. You may not know but we are currently working with the county to correct the design issues with the Jacaranda roundabout. 

Currently District 1 has 2 roundabouts, US 17 at Hunt Brothers and SR 33 at Dean Still. Both roundabouts are working great for not only large trucks but also for our seasonal residents.

It is our policy now than whenever a signal is warranted the intersection has to be analyzed for a roundabout. We are continuing with our analysis and will update you in the future if anything changes.

After reading this, I am going to try to find out: 1) who, then, is ultimately responsible for the design? And, 2), how did it happen that one was allowed to be installed wrong? 

Seeing as we don't want to allow the same mistakes to happen, I would like to get these questions answered to try to keep tabs on who will actually be responsible for the design and approval of it.

Gran Paradiso: Roundabout planned on US41 at entrance

An email was received this morning regarding the results of the analysis for a roundabout at the junction of US41 and IslandWalk/Gran Paradiso.

It states:
The department has reviewed and analyzed the US 41 at Corradino/Galleria intersection.  At this time the department is moving forward with the roundabout option at this location.  We believe this is the best operational treatment for this intersection.  However further analysis is needed, which will include a concept and cost estimate for both the roundabout and traffic signal.  Once this analysis is complete we will be meeting with the builders and/or their representatives to discuss this further.  This effort should take no more than 3 to 4 weeks to complete.

Are Atlanta Braves the only team considering Sarasota County?

This is the artist's preliminary design for a spring training stadium in North Port. The Atlanta Braves are in talks with local leaders about bringing the team to a new spring training baseball complex in North Port as soon as 2018. PROVIDED / MATTAMY HOMES
Three to four other clubs are interested in potentially sharing the proposed stadium and practice fields at the heart of the planned West Villages “town center” development on 100 to 150 acres near U.S. 41 and River Road, West Villages General Manager Martin Black said Wednesday afternoon.

Black mentioned the possibility of other teams’ interest in the project during an update to the Venice City Commission on Tuesday afternoon, but he would not say which teams are considering the idea.

It appeared to be the first public disclosure that other teams could be added to the plan — which to date has only publicly included the Braves — but Black said he has noted the possibility to other local groups over the past several weeks.

“It may have never been explicit in an article, but it’s not a new thought for us,” Black said late Wednesday. “We’ve always talked about two teams in our conversations with the state and we’ve been in discussions with other teams for some time, but we’re just not at a point where we can disclose that publicly.”

If the West Villages can sign a second team to the proposed $100 million complex, potential state grants for the project would jump from $20 million to $50 million.

Interest from other clubs could also give West Villages back-up options should the Braves ultimately strike a deal to relocate to Collier or Palm Beach counties, where the team also is negotiating.

“It’s a big financial benefit from the state-funding perspective,” Black said. “It’s a multiplier and it’s an economy of scale type of approach. We have the capacity to do to two teams, as far as acreage.”

Local consultants for the Braves and designers of the West Villages commercial district already are collaborating on specific plans for the proposed complex, but the addition of a second team later would not dramatically change that work, Black said. Another team clubhouse and offices would make relatively modular, easy additions to the plans, he said.

Designs are expected to be available for public consideration by the end of the year and the Braves are expected to make a final decision on their next facility in six to nine months, Black has said.

Black and Sarasota County officials have been negotiating with the team behind closed doors since March, when the county commissioners authorized administrators to negotiate on their behalf with the Braves. The team is also reportedly negotiating with officials in Collier and Palm Beach counties.

County officials would not say this week whether one or more other teams also are being considered. They and team officials have repeatedly declined to comment, citing a confidentiality agreement guarding the ongoing negotiations.

The Braves plan to relocate to a new spring training facility in 2019 after the team’s lease ends at Disney’s Wide World of Sports in Orlando.

Black’s comment Tuesday is the first indication that other teams could be in the mix for the North Port proposal, which has previously been a point of contention for the Braves.

The Braves landed in Orlando in 1997 after jilting a proposed spring training complex at a development in Jupiter amid plans that the Braves split the stadium with another team. Roger Dean Stadium was built at the heart of the commercial and residential development there, and is home to the Miami Marlins and St. Louis Cardinals.

Officials and developers who worked with the Braves then and helped design the site explained earlier this year that it still stings that the team left the area after decades of holding spring training in Palm Beach County.

That development, called Abacoa, became the standard bearer for many of the Florida and Arizona spring training complexes that have followed, and mirrors the plans proposed in North Port.

Facts
The story so far

Early March: Sarasota County approves formal negotiations with the Braves over possible spring training facility in the West Villages development in North Port by 2018
Late March: Palm Beach County officials reveal they are also in discussions with the Braves about a possible West Palm Beach site, near where the team trained for decades before moving to Orlando in 1997

April: Business leaders in Collier County reveal they, too, have discussed a potential site with the Braves, but the County Commission votes down the proposed site
May: Sarasota leaders say they are still negotiating with the team but refuse to discuss plans, citing a confidentiality agreement, and no other county governments approve formal negotiations with the team

Early June: Braves Vice Chairman John Schuerholz writes both Collier and Sarasota county administrators — just days apart — to indicate the team is still interested in pursuing negotiations with both.
