NOTICE IS HEREBY GIVEN that the Board of Supervisors of the West Villages Improvement District will hold a regular Board Meeting on August 29th [Tuesday], 2017, at 11am in the Chambers of the City of North Port located at 4970 City Hall Boulevard, North Port, Florida 34286.

The purpose of the Regular Board Meeting is to conduct any business properly coming before the Board. The meeting is open to the public and will be conducted in accordance with the provisions of Florida law. A copy of the agenda for this meeting may be obtained from the District's website or by contacting the District Manager at

NOTICE OF PUBLIC HEARING TO CONSIDER THE ADOPTION OF THE FISCAL YEAR 2017/2018 BUDGET AND NOTICE OF REGULAR BOARD OF SUPERVISORS' MEETING

The Board of Supervisors of the West Villages Improvement District will hold a Public Hearing on August 10, 2017, at 11:00 a.m., or as soon thereafter as can be heard, in a Meeting Room of the City of North Port located at 4970 City Hall Boulevard, North Port, Florida 34286 for the purpose of hearing comments and objections on the adoption of the budget of the District for the Fiscal Year 2017/2018. A regular board meeting of the District will also be held at that time where the Board may consider any other business that may properly come before it.

A copy of the agenda and budget may be obtained from the District's website or at the offices of the District Manager, 2501A Burns Road, Palm Beach Gardens, Florida 33410, Telephone: (561) 630-4922 and/or toll free at 1-877-737-4922, during normal business hours.

Hi, Friends and neighbors -

It has been a while since I last blogged about the district meetings. Mostly, because there really didn't seem to be much "meaty news" in the proceedings for a while. There has been a lot of general business stuff (like authorizations to pay vendors' bills, work orders, formal process requirements of items already addressed, and these kind of things), but not much of anything truly noteworthy at the ones I have been able to attend...until recently...

Most homeowners, if not all, that live in the district have by now received a notice in the mail about the bond funds being refinanced. From talking to neighbors, there does seem to be quite a bit of concern, confusion, and questions out there about it. So, let me just give a brief summary of the basic plan and what it means.

It was said outright at the last West Villages Improvement District Supervisory Board meeting on June 29th that individual residents' annual assessments are to remain the same and have the same maturity date. The plan is to refinance the bonds at terms more favorable to the district, so as to increase the total volume of funds that are available for various projects and services needed to improve the district. There will be more money for the district to use for operations and improvements, irrigation improvements for one, but not costing residents more in the process.

A public hearing is required for them to move forward on this. It was suggested and set to occur with the next regular board meeting on August 10th. These are generally held at North Port City Hall off Sumter beginning at 11am.

West Villages: Braves Facility Expected $1.7 Billion Projected Economic Impact

The new Atlanta Braves Spring Training Complex being developed in West Villages Florida  is expected to generate more than $1.7 billion in economic impact during the 30-year contract with the team.

On Monday this week, The West Villages Improvement District, along with Sarasota County, the City of North Port and the Atlanta Braves, filed a grant application with the State of Florida asking for $20 million to help with facility construction costs. The economic impact study is part of the application process.

“This conservative impact study shows what a dynamic impact the Atlanta Braves Spring Training Complex is going to have on North Port, Sarasota County and the region,” said West Villages Improvement District Chairman Martin Black, AICP, ICMA-CM. “We know this stadium and the excitement of Major League Baseball have more than just an economic impact, it will truly touch this community for two generations or more.”

The spring training complex will enhance and promote tourism while providing jobs and economic growth within the City of North Port and Sarasota County.

The Stantec study goes into great detail explaining how the company came to its conclusions about the economic impact of the spring training complex.

“Using the Total Direct Annual Expenses … the indirect and induced effects were estimated using the multiplier provided in the 2009 Major League Baseball Florida Spring Training Economic Impact Study Report, to estimate a total economic impact resulting from Direct Expenses,” the report reads.

The study looks at comparative Southwest Florida spring training facilities and even evaluates the fan base in segments to make sure the impact numbers reflect the real direct expenses. Conservatively, the study looks at the 6,500-seat stadium at a slowly rising attendance over the first 10 years of the deal.

“To understand the long-term economic impact of Atlanta Braves Spring Training in West Villages, the total economic impact over the next 30 years was calculated, in net present value, assuming a conservatively steady annual attendance growth rate of 1 percent for the first ten years, to 2028, maintaining approximately 82 percent stadium capacity, for the following 20 years,” the study reads.

We continue to see new home production move into the higher price points – starts under $250k were down 11.4% YoY

Sarasota remains one of the two Florida markets building above its long term average but it appears that the run of back to back years with 20%+ growth will likely end in 2017.

Metrostudy’s 1Q17 survey of the Sarasota-Bradenton housing market shows 1,370 single-family units were started in the quarter, down 4.4% compared to 1Q16. However, it represented a 13.2% increase versus the 4Q 2016 quarterly starts pace. The annual start rate compared to last year increased by 6.4%, from 5,185 to 5,518 annual starts.  Single-family quarterly closings totaled 1,301 units, up 2.6% from 1Q16 levels. The annual closings rate was 5,281 units per year, 17.4% above the rate in 1Q16. The fourth quarter is typically the biggest quarter for closings but 1Q17 saw closings improve by 5.9% versus 4Q16.


For the twelve months ending March 31, 2017, new homes starts in price ranges under $250k totaled 1,385 units, down 11.4% from the 1Q16 annual activity in prices less than $250k. Annual new homes starts in prices over $250k were up 14.1% for the twelve months ending March 31, 2017 versus 1Q 2016. The marginal 333 unit increase in the annual start pace was split: 178 less units under $250k and 511 more units above $250k.  The chart below shows the price distribution of annual housing starts for the first quarter this year compared to the three previous years: Screen Shot 2017-05-18 at 10.00.10 AM

“Starts were down versus the first, second and third quarters of 2016 but up from 4Q 2016 levels, as retirees and job growth continued to provide demand for housing,” said Tony Polito, Regional Director of Metrostudy’s Sarasota/Bradenton market. “However, higher prices may be placing a limit on growth in the new home sector. Sarasota remains one of the two Florida markets building above its long term average but it appears that the run of back to back years with 20%+ growth will likely end in 2017. The peak of the “Baby Boom” was 1957 and those folks are turning 60 years old this year. Because of retiree demand and continued expected job growth, Metrostudy projects an increase in new housing starts between 7% and 14% in 2017.”

During 1Q17, Manatee County recorded 693 housing starts, down 0.2% versus the 695 starts in 4Q 2016 and down 3.8% compared to the 720 units built in 1Q 2016. During 1Q 2017, Sarasota County recorded 594 housing starts, up 23.4% versus the 481 starts in 4Q 2016 and up 25.3% compared to the 474 units started in 1Q 2016. Venice is approaching twice the activity level of North Manatee and is by far the second most active area.

The final significant trend worth noting is new housing inventory. We consider FV equilibrium as between 1.5 and 2.0 months. The number of FV units grew by 50% from 1Q last year, a rather large increase. However, since the market was under-supplied and because the annual closing pace is rising, the months of supply only grew from 0.9 to 1.1 months. Certainly, not a level that would raise any concerns. The County by County finished vacant supply indicated that Manatee County is still below equilibrium level of FV supply at 1.3 months. Sarasota County was even further below equilibrium level at 0.9 months. Charlotte County has 45 FV units and is also below equilibrium with a 0.9 month supply. The market added more units for the “snowbird season” and is now properly supplied with inventory homes. The UC months of supply improved from 5.5 MOS for 1Q 2016 to 4.8 MOS for 1Q 2017. All told, the total inventory level of 6.6 months is within equilibrium. Metrostudy believes demographics will support strong “snowbird seasons”, for several more years

SARASOTA - The Atlanta Braves announced Tuesday that the organization has picked Sarasota County for its new spring training complex. The team is in exclusive negotiations with the county and the city of North Port to move operations as soon as the 2019 spring season.

The Braves previously announced plans to move to a new spring training center in 2019, after the team's lease ends at Disney's Wide World of Sports in Orlando. Team executives have tried negotiating with Sarasota, Palm Beach and Collier counties over the past year.

River Road, Englewood, FL 34223, to discuss a proposed Village District Pattern Plan (VDPP) for Village D. Sarasota Herald Tribune Reports that Two New Hospitals Have Been Approved for the Venice Area

SARASOTA COUNTY — In an unexpected twist, state regulators on Friday gave a green light to competing bids to build two new hospitals in Venice, just one exit apart on Interstate 75.

Venice Regional Bayfront Health and Sarasota Memorial Hospital sought permission to develop large health care campuses on parcels of more than 60 acres east of downtown Venice. The two longtime health care providers' battle for the South County patient base goes back to at least October 2012, when Sarasota Memorial first moved to operate an urgent care center on the U.S. 41 Bypass.

If both facilities are built, south Sarasota County residents will enjoy an unprecedented choice between two state-of-the-art facilities — along with new access to maternity care and a community medical clinic for low-income patients at the Sarasota Memorial site. The presence of both hospitals could, in turn, prove a magnet that draws even more retirees to the area. 

The total number of proposed patient beds — 210 for Venice Regional and 110 for Sarasota Memorial — comes close to the 312 now licensed at the 65-year-old hospital on Venice Island. State regulators may have concluded that this lack of a jump in the bed count justifies the close proximity of both providers.

But with the stakes high for dominance in a health care market where the population of Medicare recipients is projected to grow by 25 percent in the next 10 years, Friday's double approval is not necessarily the final word.

Any existing hospital in the area may challenge the state's decision in the next 21 days. A statement Friday from Venice Regional suggested that this privately owned hometown hospital could continue to resist incursion from the larger, nonprofit and public Sarasota Memorial. 

Each argued vigorously against the other's proposal in statements filed with the Florida Agency for Health Care administration, the agency that approved both hospitals' applications. Venice Regional's sister facility, Bayfront Health Port Charlotte, also filed in opposition to Sarasota Memorial's plan. And both new campuses were deemed unnecessary by two HCA hospitals to the south, Englewood Community Hospital and Fawcett Memorial Hospital.

Venice leaders welcomed the state's decision with jubilation.

"They found a way to make it a win-win-win situation," said Mayor John Holic. "We're going to have 300 beds just like we had before, provided neither hospital contests it. Plus we’ll have two new buildings, plus we’ll have a choice."

Holic pointed out that north Sarasota County is served by Sarasota Memorial and Doctor's Hospital of Sarasota, adding that "there's no reason why it can't happen here."
Venice City Council member Rich Cautero agreed, saying his constituents welcomed the potential for competition to improve health care quality while keeping a lid on costs.
"From what I'm hearing, they seem to be very supportive of having two hospitals," Cautero said. "The city has experienced robust growth and that’s expected to continue; there’s certainly enough here to support them both."

A long-running feud

In recent years Venice Regional has been losing patients and doctors to Sarasota Memorial, a trend accelerated after state regulators cited 13 safety and health violations stemming from a large sewage leak in July 2015. Two months later, an overflowing toilet forced an evacuation.

But last summer the state rejected Sarasota Memorial’s initial bid to build a Venice hospital on land it purchased more than 10 years ago, near the Laurel Road exit on I-75, saying the region has too many empty hospital beds already. With its second attempt, the hospital offered to transfer 90 existing licensed beds from its Sarasota location to Venice.

Venice Regional’s proposal also drastically reduces its bed count, from 312 at its existing building to 210. The hospital's parent company has a purchase agreement for 63 acres just southeast of the intersection of Jacaranda Boulevard and East Venice Avenue.

The state agency does not comment on its decisions to license or deny new hospital construction. But its report released Friday indicated acceptance of both hospitals' arguments that demand from Medicare patients in this area will soon outstrip the existing supply of usable beds.

"Current and likely future levels of utilization are better indicators of need than bed-to-population ratios and similar measures," says the analysis by the state's consultant, Bianca Eugene.

Eugene acknowledged Sarasota Memorial's arguments that driving to its main campus poses a hardship for Venice's predominantly older population, that adding additional capacity on that campus is not an option, and that the South County population has an existing and future need for labor and delivery services.

Her report also highlighted Venice Regional's point that its building requires some $65 million in repairs — money that would be better spent on a new facility — and that the hospital's performance quality measures would improve with "the ability to focus on hospital operations in a contemporary standard of care."

Sarasota Memorial CEO David Verinder said he believed his hospital's offer to shift 90 beds from its main campus to the south helped state regulators solve a "math problem." With Venice Regional also giving up more than 100 beds, he pointed out, the countywide total will actually drop — a reflection that more medical care increasingly happens outside the hospital.

Verinder did not indicate any plans to oppose the state's go-ahead for Venice Regional's new building.

"We’ll go through our analysis on it," he said. "But our initial read is that we think there’s room for two hospitals in Venice. We’ve always believed that, and it doesn’t change our position now."

Approval for both projects, he added, "gives patients a choice based on cost and quality, and we think we’ll do very well on that."

Two hospitals by 2020?

If the state's decision stands, Verinder said, Sarasota Memorial's next step will be designing a hospital in consultation with community members and the medical staff. Construction could start "possibly 12 months from now. I think it would be great if we could open in three years. But this is an asset that’s going to be around for 50-plus years, we hope, so we're going to go about this carefully."

Earlier Friday, Verinder said in a statement addressing North Port city leaders' concerns about the lack of a hospital there that Sarasota Memorial remains "committed to investing in medical services in North Port and continuing to attract physicians to the area, with the goal of opening a hospital there as well. We believe that the establishment of the Laurel Road facility will greatly help in the recruitment of medical staff throughout South County."

Venice Regional also issued a statement thanking Venice residents for their support, but hinting that it may challenge the ruling on Sarasota Memorial.

"We remain concerned about the decision to approve an additional hospital on Laurel Road," the statement said. "We are carefully reviewing the details of the decision now and will explore all of the appeal opportunities available to us."

CEO John McLain said he hopes that Venice Regional can welcome patients in the new location by January 2020.

"In my head I felt like it was obvious we would be approved because of the age of our facility and our need to replace it," he said.

Regarding the potential for a rival hospital just up the interstate, McLain explained that he has reservations about a possible "duplication of services and the excess of beds. It's important at this point to review AHCA’s decision and then decide what’s the right course for us."

Still, he noted, "We both win today. Most importantly, the community of Venice wins."
